Because glow is read through contrast, not colour: light only shows when darkness surrounds it. On a light background neon collapses into an ordinary coloured line and loses every sense of illumination, however strong the hue.

How do you make neon actually look lit?
Add a soft coloured halo around the shape in its own colour, and lighten the background nearest it as though the light spills onto it. Neon with no bounce onto its surroundings reads as a drawn line, not a light source.
